What a basement renovation actually costs
Published prices across Ontario run from $35 to $130 a square foot. On a 700 square foot basement that is anywhere from $24,500 to $91,000, and the gap is not us being vague. It is the market genuinely not agreeing with itself.

The permit fee depends entirely on your city
A flat two to five thousand dollar permit line from a contractor is not a real number for any specific city. Real examples for a 1,000 square foot basement: Wasaga Beach $190, Orillia $250, Hamilton $359, Kitchener $370, Guelph $590, Milton $608, Barrie $761, Burlington $766, Whitby $989, Niagara Falls $1,001, and Orangeville $1,373. Ask what your own city charges before you accept a generic figure.
Low ceiling? Measure before you give up
For a legal basement apartment in a house that already exists, the real rule is six feet four and three quarter inches, not the seven feet people quote at you. Plenty of basements written off as too low actually pass. It takes two minutes with a tape measure to find out.
The secondary suite number is genuinely disputed
City permit records for basement suites show a median cost near $25,000. Contractors publicly quote $50,000 to $180,000 for the same work. We have not found a way to close that gap, so we are telling you it exists rather than picking a number that just sounds authoritative.
Old house? The asbestos check is on you
If the home went up before 1990, Ontario law puts the testing responsibility on the owner, not the contractor. You need the materials checked and the report given to anyone quoting, especially if you are opening up an older ceiling.
Flood protection subsidies exist in some cities, not all
Hamilton, for example, offers a two thousand dollar grant plus a low interest loan for a backwater valve and sump pump. Other cities run similar programs, and some offer nothing at all. Worth checking what your own city offers before you budget flood protection in at full price.
