Ask three contractors what a basement costs and you will get three very different answers. Published prices in Ontario run from $35 to $130 a square foot, which on a 700 square foot Niagara Falls basement is anywhere from $24,500 to $91,000. That gap is not us being vague. It is the market genuinely not agreeing with itself.
Niagara Falls divides by decade more than by neighbourhood. Drummondville, Stamford, Chippawa and the streets around downtown carry the older housing, while the south west edges of the city are modern builds with full height basements ready to frame. The line that really matters here is the mid nineteen eighties, because of how houses built before then were plumbed.

Until then it was standard practice around here to run the weeping tile straight into the sanitary sewer. In heavy rain that water overwhelms the sewer and it comes back up into basements. It is the single most common reason a Niagara Falls basement floods, and it has nothing to do with how well the basement was finished.
Niagara Falls covers 100 percent of disconnecting the weeping tile and putting in a sump pump, up to four thousand dollars, and up to another twelve hundred for a backwater valve. Detached and semi detached homes only, so townhouses and condos are out, and it is first come first served.
Niagara Falls charges the same rate for finishing a basement as for putting a rental unit in it, which is unusual and works in your favour if an apartment is the plan. When a quote shows three or four thousand for permits, the rest is drawings and engineering.
The city assigns each added unit an identifier that has to be fixed to the main door of that unit. You can have up to three units on the property, each needing one parking space on the property itself, and street parking does not count.
For a rental unit in a house that is already built, the rule is 6 feet 5 inches across the space, not the 7 feet people quote at you. Plenty of basements written off as too low actually pass. It takes two minutes with a tape measure to find out.
If the home went up before 1990, the law puts this on you as the owner rather than on your contractor. You have to have the materials checked and give the report to anyone quoting. It sounds like a hassle. It is far cheaper than finding it halfway through the job.
