Ask three contractors what a basement costs and you will get three very different answers. Published prices in Ontario run from $35 to $130 a square foot, which on a 700 square foot Innisfil basement is anywhere from $24,500 to $91,000. That gap is not us being vague. It is the market genuinely not agreeing with itself.
Innisfil is not really one place, it is a set of settlements with very different servicing, and for basements that matters more than anything else. Alcona is the one on full municipal water and sewer, which is why a basement bathroom there is straightforward. Cookstown, Stroud, Churchill, Sandy Cove, Gilford and the eastern side of Lefroy and Belle Ewart are largely on private septic, and along the lake at Belle Ewart a lot of the housing started life as cottages.

In Alcona you are on municipal sewer and a basement bathroom is a normal job. Across most of the rest of Innisfil you are on a private septic system, and adding a bathroom becomes a health unit question as well as a plumbing one. It is the first thing we check, because it changes both the price and whether it is possible at all.
Innisfil does not allow an added dwelling unit anywhere in the Cookstown settlement area, nor on any lot with a private septic system within a hundred metres of Lake Simcoe, nor where there are flooding or erosion hazards. If an apartment is the plan, this is the very first thing to confirm, before drawings and before quotes.
Any residential property with frontage on Lake Simcoe needs a town shoreline permit for building work, and the fee runs from a few hundred dollars to a couple of thousand depending on the class of work. It catches people who assume it only applies to docks.
Innisfil has a dedicated finished basement rate, currently fifty four cents a square foot, which is cheaper than its general renovation rate. On a 1,000 square foot basement that is about $541. When a quote shows three or four thousand for permits, the rest is drawings and engineering.
For a rental unit in a house that is already built, the rule is 6 feet 5 inches across the space, not the 7 feet people quote at you. Plenty of basements written off as too low actually pass. It takes two minutes with a tape measure to find out.
If the home went up before 1990, the law puts this on you as the owner rather than on your contractor. You have to have the materials checked and give the report to anyone quoting. It sounds like a hassle. It is far cheaper than finding it halfway through the job.
