Ask three contractors what a basement costs and you will get three very different answers. Published prices in Ontario run from $35 to $130 a square foot, which on a 700 square foot Guelph basement is anywhere from $24,500 to $91,000. That gap is not us being vague. It is the market genuinely not agreeing with itself.
Guelph divides between the old limestone town and the newer south end. Downtown, Brant Avenue, Exhibition Park and Old University are the historic side, and the city approved a new heritage district boundary through the Ward West area in June 2025. Westminster Woods, Clairfields, Kortright Hills and Rickson Ridge are the modern subdivisions with full height basements ready to frame. What sits underneath both is the same limestone that the city draws its drinking water from.

Your price comes from a free visit, fixed, with HST already in it.
That is Guelph’s own fee for a 1,000 square foot basement, at fifty nine cents a square foot. A permit for an added rental unit costs more and has a higher minimum. When a quote shows three or four thousand for permits, most of it is drawings and engineering, and those belong on their own line.
Guelph asks for no additional parking space if there is only one added unit on the property. Each one after that needs a space. A detached house can have up to three added units, a semi or townhouse up to two.
Guelph makes you register any added dwelling unit when you apply for the permit, and it costs between one hundred and seventy and six hundred and eighty dollars depending on whether you live there and whether the unit already exists. Budget for it rather than being surprised by it.
Guelph is the largest city in Canada that takes almost all its drinking water from wells in the rock underneath it. That means source water protection rules apply to construction here that do not apply anywhere else on this list. An ordinary basement finish is rarely affected, but it is a real thing and we check rather than assume.
For a rental unit in a house that is already built, the rule is 6 feet 5 inches across the space, not the 7 feet people quote at you. Plenty of basements written off as too low actually pass. It takes two minutes with a tape measure to find out.
If the home went up before 1990, the law puts this on you as the owner rather than on your contractor. You have to have the materials checked and give the report to anyone quoting. It sounds like a hassle. It is far cheaper than finding it halfway through the job.
