The permit is $351, whatever the size

That is what Waterloo charges to permit a finished basement, and it does not go up with square footage. A small basement and a big one cost the same. So when a quote shows three or four thousand dollars for permits, most of that is drawings and engineering, and those should be their own line on the page.

The city will pay up to $20,000, if you ask first

Waterloo covers half the cost of turning a basement into a rental unit, up to twenty thousand dollars. The condition that catches people is that construction cannot have started. Once the first wall goes up you are no longer eligible, and that is the most expensive mistake you can make in this city.

Renting it out needs a licence here

Most Ontario cities do not licence rentals. Waterloo does, for anything rented more than thirty days at a time. A one bedroom basement unit costs $460 if you live in the house and $520 if you do not, then about $300 a year after. You also need an electrical inspection by a licensed electrician before they will issue it.

A basement unit can fill the whole basement

Waterloo normally caps a second unit at 40 percent of the house. Basements are written in as the exception, so a unit is allowed to take the entire basement. You are not forced to carve off part of it and call it storage.

The ceiling rule is 6 feet 5 inches, not 7

For a rental unit in a house that is already built, that is the height you need across the floor area. Plenty of basements get written off as too low when they would actually pass. Measure it before you give up on the idea.

On an older house the asbestos check is your job

If the home went up before 1990 the law puts this on you as the owner, not on your contractor. You have to have the materials checked and give the report to anyone quoting the work. Older parts of Waterloo like Mary Allen, Menno Euclid and MacGregor Albert are almost entirely pre 1990.

What does a basement permit actually cost in Waterloo?
$351, flat, whatever the size of the basement. If you are creating a legal rental unit it is more, and the city currently lists two different figures for that, around $900 on one page and around $1,012 on another. We check the current one before you commit to anything.
Can I rent out a basement apartment in Waterloo?
Yes, and you can have up to two extra units on the lot. You need one parking space for the unit, and it can be behind another car in the driveway. You also need a rental licence, which Waterloo requires and most cities do not.
Is there any money to help pay for it?
Waterloo pays half the cost to a maximum of twenty thousand dollars for a basement rental unit. You have to apply before work starts, rent it at a set affordable rate for five years, and finish within a year of getting the permit. The money is first come first served until the budget runs out.
My ceiling is low. Is the basement a write off?
Probably not. For a rental unit in an existing house the height you need is 6 feet 5 inches, not the 7 feet people usually quote. If you are under that, lowering the floor is possible but it is a much bigger job and we will tell you honestly whether it is worth it.
Is Waterloo ground a problem for basements?
It is different from Toronto. Waterloo sits on the moraine, which is sand and gravel rather than clay, and water moves through it quickly. That changes how we handle damp and drainage. We look at it on the visit rather than guessing from the postcode.
